RUMAH ANAK PRESTASI: UPAYA DINAS SOSIAL SURABAYA MEWUJUDKAN AKSES PENDIDIKAN INKLUSIF

Education is a fundamental right for every individual, regardless of social, economic, cultural background, or physical and intellectual abilities. Inclusive education is an approach that ensures all children, including those with special needs, have equal access to quality education in a supportive environment, free from discrimination. In order to guarantee the welfare of children with special needs and to make Surabaya a child-friendly city, the Surabaya City Government, through the Surabaya Social Service, inaugurated the Rumah Anak Prestasi as a gathering place for the community of children with special needs. The writer's direct involvement in this social activity, based on social values, aims to gain a deeper contextual understanding of the implementation of inclusive education for children with special needs. The method used is a descriptive qualitative approach, with data collection techniques including direct observation, documentation of activities, interviews, and literature review from various journal articles and news articles. The results align with the purpose of establishing Rumah Anak Prestasi, which is to create access to inclusive education in Surabaya, enhance self-potential, and achieve international-level achievements, while improving accessibility for children, as Rumah Anak Prestasi covers areas throughout Surabaya.
