According to Law No. 25 of 2009, public service is an activity or series of activities aimed at fulfilling service needs in accordance with legislation for every citizen and resident regarding goods, services, and/or administrative services provided by public service organizers. In accordance with the Decree of the Head of the Dinas Kelautan dan Perikanan Provinsi Jawa Timur Province NUMBER: 000.8.3.1 /1830/120.1/2024 concerning Service Standards to ensure certainty about the rights, responsibilities, obligations, and authorities of all parties involved in the provision of public services at the Dinas Kelautan dan Perikanan Provinsi Jawa Timur Province, and in order to realize a public service delivery system in accordance with the principles of good governance, the fulfillment of the community's rights to obtain public services to the maximum extent, and to realize community participation and compliance in improving the quality of public services, it is necessary to establish Service Standards. This community service activity uses an active participatory implementation method. From the average results above, the community satisfaction index is 3.74. And after conversion, the performance index of the service unit is 93.52. Artikel ini membahas tugas pokok dan fungsi dinas tersebut, dengan fokus mengelola administrasi kepegawaian, kearsipan. Penelitian ini bertujuan untuk mengevaluasi efektivitas pelayanan administrasi melalui penggunaan website Si Arsip dalam kelengkapan Surat Pertanggungjawaban (SPJ) di Dinas Kelautan dan Perikanan Provinsi Jawa Timur. Sistem ini dirancang untuk meningkatkan efisiensi pengelolaan dokumen dengan digitalisasi proses administrasi. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif dengan teknik observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan Si Arsip mampu mempercepat proses administrasi dan mengurangi risiko duplikasi dokumen. Namun, masih terdapat kendala seperti keterbatasan aksesibilitas website yang hanya dapat digunakan melalui komputer dan sistem penomoran resi yang masih dilakukan secara manual. Marine resources, especially fisheries, provide a very large contribution and impact on Indonesia's income. The East Java Province DKP in 2023, the amount of capture fisheries production reached 590,685.85 tons and the third highest in Indonesia. This figure was generated by fishermen's catches based on daily logbook statistical data owned by fishermen. This is related to Law 45 of 2009 Article 46 Paragraph 1 that 'The central government and regional governments compile and develop a fisheries information and statistical data system and organize the collection, processing, analysis, storage, presentation, and dissemination of potential data, updating of fish movement data, facilities and infrastructure, production, handling, processing and marketing of fish, as well as socio-economic data related to the implementation of fish resource management and the development of a fisheries business system'. This community service aims to find out and evaluate policies related to the statistical data collection of fisheries production at the East Java Province DKP. The method used by the author to facilitate the implementation of internship activities at the East Java Province DKP, through four stages, namely; first preparation, work practice, documentation, and finally service report. Jombang Regency through the Governance Section of the Regional Secretariat developed information technology-based service innovations by launching the Sukma E-Santri application. This program aims to improve the quality of public services through electronic community satisfaction surveys. This service aims to analyze the implementation of Sukma E-Santri, identify employee and community responses, and increase community participation in public service evaluation. The method used is participatory observation for 40 days through direct involvement in services, survey completion, and documentation. The results show that the implementation of the application has been effective among employees, although challenges are still found in the level of digital literacy of the community. Oleh karena itu, Pemerintah Daerah perlu melakukan pembinaan dan pengendalian yang terarah dan berkesinambungan terhadap usaha kepariwisataan di kota Surabaya. Program magang ini diharapkan dapat menjadi wadah bagi generasi muda untuk mengenal dunia kebugaran lebih dekat serta mempersiapkan mereka untuk berkontribusi dalam mempromosikan gaya hidup sehat di tengah masyarakat. Pelaksanaan magang di Evolvefitness Surabaya menggunakan pendekatan yang tidak hanya berfokus pada praktik kerja, tetapi juga mengamati secara langsung bagaimana kebijakan publik daerah, khususnya PERDA Kota Surabaya No. 2 Tahun 2008 tentang Kepariwisataan, diterapkan pada sektor kebugaran. Pelaksanaan magang di Evolvefitness Surabaya selama 40 hari kerja telah memberikan pengalaman dan hasil konkret dalam konteks penerapan kebijakan publik, khususnya kebijakan pemerintah daerah sebagaimana diatur dalam Peraturan Daerah Kota Surabaya No. 2 Tahun 2008 tentang Kepariwisataan. Hasil-hasil tersebut meliputi: Penerapan standar pelayanan publik yang diatur oleh perda,kesesuaian legalitas dan operasional dengan peraturan daerah, penerapan prinsip pengawasan dan ketertiban usaha, dukungan terhadap fungsi edukasi dan promosi gaya hidup sehat, refleksi kritis terhadap pelaksanaan kebijakan, luaran magang mendukung transparansi dan dokumentasi kebijakan. Terdapat faktor pendukung, salah satunya adalah kesesuaian SOP dengan standar pelayanan publik. Namun terdapat juga faktor penghambat salah satunya yaitu terbatasnya ruang eksplorasi formal untuk ide inovatif. Selanjutnya terdapat teori pendukung yaitu : 1) Kesesuaian Usaha Evolvefitness dengan PERDA Kota Surabaya No. 2 Tahun 2008. 2) Penerapan Standar Operasional Usaha Fitness Sesuai Perda. 3) Evaluasi terhadap Kesesuaian dengan Kebijakan Daerah. Mahasiswa berperan aktif dalam pelayanan administrasi membership, penginputan data, pembuatan konten promosi, serta analisis terhadap implementasi SOP dan standar pelayanan yang sesuai dengan peraturan daerah. This service aims to analyze the role of the Sidoarjo PMKS PRS Center in social rehabilitation</em><br><em>and empowerment of PMKS. The method used is descriptive qualitative through participatory observation</em><br><em>and interviews with social workers during the 40-day internship program. Data was collected through</em><br><em>direct involvement in center activities such as skills training, spiritual guidance, and social assistance. The</em><br><em>results of the service show that the center carries out rehabilitation services through initial assessment,</em><br><em>physical, spiritual, and skills coaching programs, as well as facilitating client discharge, despite facing</em><br><em>challenges in the form of limited human resources, facilities, and a complex discharge process. However, the implementation of the SINAR application in the field still faces various challenges. One of the main obstacles is the lack of knowledge and understanding of the users, both from the local government apparatus and the community involved in the data collection process. This research aims to identify problems in the use of the SINAR application and formulate strategies that can increase the effectiveness of its utilization. This activity was carried out during the author's internship at the Jombang District Government Office, with implementation methods that included literature studies, application training, field observations, and analysis of problems and solutions. The results of the analysis show that intensive, structured, and sustainable socialization to related parties is a strategic step that can answer these obstacles. Kegiatan ini bertujuan untuk membekali mahasiswa dengan keahlian praktis yang sesuai dengan situasi dan kondisi kerja nyata yang diperoleh diperguruan tinggi sehingga mahasiswa diharapkan lebih memahami dan memiliki keterampilan dalam suatu disiplin ilmu. Adapun metode pelaksanaan pada kegiatan pengabdian ini meliputi sebagai berikut: 1. Tahap Persiapan ini dimulai pada awal bulan Maret 2025, penulis terlebih dahulu melakukan survey untuk mencari informasi seputar instansi Pemerintahan yang sedang membuka lowongan untuk menerima kegiatan magang bagi mahasiswa. 2. Tahap Pelaksanaan penulis melaksanakan magang regular pada 21 Februari sampai 25 April 2025 di Sekretariat DPRD Kabupaten Sidoarjo. Kegiatan penulis saat magang di instansi tersebut salah satunya mengoprasikan aplikasi E-Buddy. Aplikasi tersebut diciptakan untuk membantu tugas ASN seperti pengarsipan, tanda tanga elektronik dan lain lain. ASN Kabupaten Sidoarjo sangat terbantu akan kehadiran aplikasi tersebut. Sebab yang awalnya ASN melakukan pengarsipan dan penanda tanganan secara manual sering menimbulkan miss komunikasi antar pegawai. Halini sangat menghambat kinerja ASN dalam melakukan aktivitas pelayanan publik. Hingga dibuatnya aplikasi ini untuk membantu tugas ASN lebih mudah, cepat dan akurat. Aplikasi ini dibuat pada tahun 2020 saat ada wabah covid 19 melanda Indonesia. Dirumahkan, semua pegawai di paksa untuk bekerja dari rumah. Untuk menunjang kinerja pegawai saat bekerja dirumah maka bupati sidoarjo saat itu mencetuskan aplikasi E-Buddy ini untuk di implementasikan di dunia pemerintahan kabupaten sidoarjo. Hasilnya pun sangat memuaskan, semua ASN terbantu hingga saat ini. This article is based on an internship experience at the East Java <br>Provincial National Narcotics Agency (BNNP Jatim), particularly in the rehabilitation <br>services and issuance of the Certificate of Narcotics Examination Results (SKHPN). The <br>purpose of this study is to describe the workflow and evaluate the contribution of these services <br>in enhancing public service quality, especially in the context of drug abuse prevention and <br>treatment. A qualitative descriptive method was used through observation and active <br>participation during the internship period. The results show that the rehabilitation and SKHPN <br>services have implemented key principles of public service, including accountability, <br>transparency, and efficiency. However, some challenges remain, such as limited human <br>resources and suboptimal use of digital technologies. Melalui pengelolaan surat yang tertib dan sistematis, setiap aktivitas birokrasi dapat terdokumentasi dengan baik, memudahkan proses pelacakan informasi, serta memastikan bahwa keputusan dan kebijakan yang diambil memiliki dasar administrasi yang jelas. Tujuan pengabdian ini kepada masyarakat adalah untuk mengoptimalkan peran administrasi surat di Badan Pertanahan Nasional Provinsi Jawa Timur. Kegiatan pengabdian ini dilaksanakan melalui metode partisipatif dengan keterlibatan langsung dalam proses administrasi surat di lingkungan Badan Pertanahan Nasional Provinsi Jawa Timur. Data dikumpulkan melalui observasi lapangan, wawancara informal dengan pegawai, serta telaah dokumen administrasi surat yang digunakan dalam aktivitas birokrasi sehari-hari. Bahan yang digunakan meliputi arsip surat masuk dan keluar, buku agenda surat, serta perangkat lunak administrasi yang mendukung sistem pencatatan dan pendistribusian surat secara digital. Hasil pengabdian menunjukkan bahwa sistem pengarsipan yang terorganisir dan penggunaan teknologi informasi dalam pengelolaan surat dapat mempercepat alur komunikasi serta mengurangi risiko kehilangan dokumen. Selain itu, pelatihan pegawai mengenai tata kelola administrasi surat juga meningkatkan kesadaran akan pentingnya transparansi. Manfaat dari pengabdian ini tidak hanya dirasakan oleh internal instansi, tetapi juga oleh masyarakat. Proses pelayanan administrasi pertanahan menjadi lebih cepat dan tertata, sehingga masyarakat yang melakukan permohonan dokumen seperti sertifikat, pengukuran tanah, atau permohonan informasi dapat memperoleh pelayanan yang lebih responsif, transparan, dan akuntabel. Kesimpulannya, optimalisasi administrasi surat berkontribusi signifikan terhadap upaya transparansi dan akuntabilitas di instansi pemerintah, sehingga meningkatkan kepercayaan publik terhadap kinerja birokrasi. JATIM https://conference.untag-sby.ac.id/index.php/puis/article/view/5472 <p><em>Job training programs are a strategic effort to improve the competence and competitiveness of the local workforce</em><em>. However, their implementation still faces various challenges such as limited industry involvement and a mismatch between training materials and labor market needs. The aim of this community service activity is to optimize the implementation of job training programs at the Department of Manpower and Transmigration of East Java Province. The methods used include direct observation, interviews with department officials and training participants, and documentation studies of program implementation data. This activity is also supported by a SWOT analysis to identify the strengths, weaknesses, opportunities, and threats of the ongoing training programs. The results show great potential in utilizing collaboration with local industries and the need to improve the quality of instructors and training facilities. Furthermore, aligning the training curriculum with industry</em><em> needs can increase employment absorption rates. Strengthening monitoring and evaluation is also crucial for the sustainability of the program. Previously, manual mail management has now switched to a digital system through E-Buddy. The methods used in this study were direct observation, interviews, and documentation during internship activities for employees who use the application. The results of the study showed that the use of E-Buddy had a significant positive impact on the incoming mail management process, both in terms of distribution speed, digital archiving, ease of document tracking, ease of recording, and even searching for incoming mail. The purpose of this internship activity is to identify obstacles and assess efforts to optimize electronic archive management in the Bureau of Government and Regional Autonomy, especially concerning the limited human resources (HR) who are insufficiently trained in electronic archiving.The activity was carried out over 70 working days in the General Government Division using a participatory observation method. The author was directly involved in the inputting of inactive archives into the SIAP BAIK system, demonstrating that direct involvement can accelerate the digitization process and support administrative efficiency. Data management was conducted through the stages of collection, verification, analysis, and interpretation using a qualitative approach. Observations revealed two main issues: the low participation of civil servants in the socialization program of the e-archive system, and the limited number of personnel competent in archival work. To address these challenges, the reinforcement approach theory was applied to analyze the relationship between stimulus (training programs) and employee responses to the digital system. TNDE is an integral part of the electronic government system development program (e-Government) which aims to increase the effectiveness and productivity of the work of government officials. Using an exploratory method, this study analyzes the digitization of TNDE as an instrument in the management of electronic official manuscripts that facilitate and accelerate the decision-making process. This study argues that the implementation of TNDE plays a strategic role in three main aspects: administrative efficiency. Accelerating public services, and increasing institutional accountability. The results show that the digitization of TNDE has significantly contributed to the reduction of operational costs through savings in the use of paper, ink, and document verification process time. TNDE also significantly supports the implementation of the Electronic-Based Government System (SPBE) in accordance with Presidential Regulation No. 95/2018. Nonetheless, this study identified several challenges in digitization such as limited adequate human resources, resistance to change, and weak coordination. The Department of Marine Affairs and Fisheries of East Java Province has implemented an archiving system aimed at facilitating document accessibility while ensuring confidentiality. In practice, administrative processes often encounter challenges, such as discrepancies between official reports and actual field conditions, which can lead to contract termination if progress updates are not submitted regularly. Additionally, delays in issuing disbursement documents from the central government hinder the timely release of funds, ultimately disrupting project continuity. This study employs literature review and direct observation methods to examine the archiving system within port construction projects. The findings indicate that the current system is relatively effective in supporting both administrative and technical processes. However, technical shortcomings in document storage and limited inter-agency coordination persist. To overcome these problems, the OLIGOS system is implemented as an archive digitization solution. This internship activity aims to understand and evaluate the implementation of OLIGOS in managing APBN archives in the Capture Division. The methods used include direct observation, document study, active participation in archiving operations, and interviews with relevant employees. The data obtained were analyzed descriptively qualitatively to describe the process and effectiveness of the OLIGOS system. The results of this activity show that the use of OLIGOS increases efficiency in archive management, facilitates document searches, and strengthens data security through an integrated digital system. This activity aims to enhance the capacity of village officials in Sidoarjo Regency in managing tax administration through Coretax application training. The method used in this community service activity was interactive socialization and training involving all village treasurers from 318 villages in Sidoarjo Regency, conducted over three days at the Regional Civil Service Agency (BKD) of Sidoarjo. Data collection techniques included observation, interviews, and descriptive qualitative data analysis. The results showed a significant improvement in participants' understanding and skills in operating the Coretax application, although challenges such as limited devices and internet access were still present in several villages. Participants demonstrated high enthusiasm during hands-on practice sessions and expressed the need for continued assistance to fully implement the application in their respective villages. In an effort to assist the recovery process of child victims of sexual violence, the UPTD for the Protection of Women and Children (PPA) of Sidoarjo Regency provides counseling services as a form of psychosocial intervention. This activity aims to evaluate the effectiveness of counseling services based on the indicators of organizational effectiveness according to Duncan, namely achievement of goals, integration, and adaptation. The implementation method is carried out through observation, direct involvement in counseling activities, and documentation of child development during the internship period. The results of the activity show that counseling services have a positive impact on the child's recovery process, especially in increasing emotional expression, self-confidence, and social skills. However, there are still aspects that need to be improved, such as strengthening external coordination, increasing the capacity of counselors, and optimizing counseling facilities and infrastructure. To address this, the government has implemented a social rehabilitation program for People with Social Welfare Problems (PMKS) through the UPT Center for Social Services and Rehabilitation of PMKS in Sidoarjo Regency. The objective of this service activity is to provide a general overview of the screening and rehabilitation service process for beneficiaries. The internship was carried out at the UPT Center for Social Services and Rehabilitation of PMKS Jalanan Sidoarjo, specifically in the Administrative Unit and the Social Rehabilitation Unit. The results of the study show that the implementation of transparency at the PRS PMKS Center in Sidoarjo has been consistently applied in every aspect of service, particularly during the pre-rehabilitation screening stage for homeless individuals and beggars. This process is conducted openly, from identity data collection, social and psychological assessments, to health examinations, with information directly conveyed to the prospective beneficiaries and their families. Furthermore, the center also demonstrates its commitment to transparency through regular activity reporting to government agencies and the general public. The conclusion of this activity is that the social rehabilitation program is effective in improving the welfare of PMKS and has a significant impact on poverty reduction in the region. The purpose of this activity is to examine the implementation of SIAK services in the KIA application process at the Civil Registration Office (Dispendukcapil) of Gresik Regency. The method used was community service through a 30-day internship program, involving preparation, implementation, and monitoring-evaluation phases. The author was directly involved in the resident registration services, submitting KIA via the SIAK website, and interacting with the public. The results showed that the intern gained a comprehensive understanding of the service procedures, applied academic knowledge in practice, and identified key challenges such as limited infrastructure and low public awareness of KIA's importance. Supporting factors such as free services and collaboration with schools accelerated program achievements. At the provincial level, the East Java Representative Office of the Ombudsman plays a crucial role in overseeing alleged maladministration, which can undermine public trust and hinder development. The objective of this community service activity is to develop a structured monitoring and evaluation (monev) system to proactively prevent maladministration. The materials used include citizen complaint data, internal SOP documents, and interviews with Ombudsman officers. The methods applied consist of needs analysis, digital system design, user training, and system testing and evaluation. The system was developed through a participatory approach to ensure its relevance to field needs. The results show that the developed monev system can accelerate the detection of potential maladministration, improve the accuracy of monitoring reports, and enhance the efficiency of internal supervision. The use of a digital platform facilitates data analysis and the formulation of follow-up recommendations. Active staff participation in the system development process also strengthened their sense of ownership. The purpose of the non-profit service is to optimize the role of government institutions in the regional data collection system and local autonomy. This activity was carried out for 30 days with observation, interviews and active participation during the internship in the Sulawesi section. Data were collected from official documents, cooperation reports and direct interactions with related employees. This method provides a comprehensive understanding of the potential workflow, obstacles and development of the regional cooperation system. The results show that the organizational structure supports the implementation of country features, but there is a need to improve the integration of HR capacity and digital technology. The use of integrated information systems and increased coordination between local devices are important to facilitate the collection of cooperation. The internship experience also had a positive impact on the development of participants' soft and high skills. In short, optimizing the regional cooperation system requires the use of institutional synergies and technology. BBPMP Jawa Timur bertindak sebagai pengungkit utama pemerataan mutu melalui pendampingan dan digitalisasi layanan. Penelitian pengabdian ini bertujuan menggambarkan kontribusi program magang pada penguatan administrasi kepegawaian BBPMP serta peningkatan kompetensi mahasiswa Administrasi Publik. Kegiatan dilaksanakan sebagai praktik kerja lapangan bertipe participatory job training selama 40 hari (3 Maret–8 Mei 2025) di unit kepegawaian BBPMP. Data diperoleh melalui observasi partisipatif harian, wawancara semi‑terstruktur, studi dokumen SIMPEG dan POS, serta logbook aktivitas; validitas dijaga dengan triangulasi sumber‑metode, sedangkan analisis menggunakan teknik reduksi‑display‑verifikasi dan tabulasi frekuensi sederhana. Hasil menunjukkan tercapainya 1 935 arsip terdigitasi, 287 entri SIMPEG terbarui, 43 draf surat kedinasan, tiga rekap absensi bulanan, dan satu POS kepegawaian yang disempurnakan. Mahasiswa menguasai keterampilan teknis aplikasi perkantoran, manajemen data, serta etika birokrasi, sekaligus mempraktikkan nilai integritas dan pelayanan publik. BBPMP memperoleh dukungan kapasitas jangka pendek dan masukan inovatif untuk akselerasi digitalisasi layanan. Interaction with Social Service staff, volunteers, and affected communities allowed the author to understand the challenges in disaster response while fostering empathy and social awareness. Thus, this internship not only contributes to the author's personal development but also enhances the effectiveness of disaster management at the local level. Tujuan kegiatan pengabdian ini adalah untuk mengamati pemanfaatan aplikasi SIMLONTAR dalam pelayanan orang terlantar di Dinas Sosial Provinsi Jawa Timur. Metode yang digunakan adalah pelaksanaan di Subbidang Bencana Sosial, serta dokumentasi. Penulis melakukan pendampingan pelayanan orang terlantar menggunakan SIMLONTAR. Pengunaan aplikasi menunjukkan bahwa SIMLONTAR mempercepat pendataan dan koordinasi pelayanan secara real-time, meningkatkan akurasi data, serta meminimalisir penyalahgunaan layanan. Petugas lapangan dapat melakukan input data secara langsung dan sistem mencatat histori layanan individu secara digital. The purpose of this community service activity is to observe the use of the SIMLONTAR application in displaced people services at the East Java Provincial Social Service. The method used is implementation in the Social Disaster Sub-Division, as well as documentation. The author provides assistance in displaced people services using SIMLONTAR. The use of the application shows that SIMLONTAR accelerates data collection and service coordination in real-time, increases data accuracy, and minimizes misuse of services. Inclusive education is an approach that ensures all children, including those with special needs, have equal access to quality education in a supportive environment, free from discrimination. In order to guarantee the welfare of children with special needs and to make Surabaya a child-friendly city, the Surabaya City Government, through the Surabaya Social Service, inaugurated the Rumah Anak Prestasi as a gathering place for the community of children with special needs. The writer's direct involvement in this social activity, based on social values, aims to gain a deeper contextual understanding of the implementation of inclusive education for children with special needs. The method used is a descriptive qualitative approach, with data collection techniques including direct observation, documentation of activities, interviews, and literature review from various journal articles and news articles. Pengabdian ini bertujuan untuk mengkaji pelaksanaan dan pengawasan dalam pengendalian stunting di Kecamatan Sukolilo, Kota Surabaya. Kegiatan dilaksanakan melalui magang mandiri selama 30 hari di bawah bimbingan DP3A-PPKB Sukolilo dengan metode observasi, praktik lapangan, dan penyusunan laporan. Praktik melibatkan input data peserta KB dan balita, serta evaluasi bulanan program percepatan penurunan stunting. Hasilnya menunjukkan penurunan jumlah balita stunting dari 9 menjadi 8 dalam kurun Januari - April 2025, dengan 12 balita pra-stunting tetap dalam pendampingan intensif. Strategi yang digunakan meliputi pendampingan rutin oleh kader TPK, kunjungan lintas sektor, pemberian bantuan gizi, serta edukasi pola asuh dan sanitasi. Kegiatan ini menunjukkan efektivitas pendekatan kolaboratif dan multisektor dalam percepatan penurunan stunting. Kesimpulannya, program pengawasan dan intervensi di Sukolilo berhasil menekan prevalensi stunting secara signifikan.
