PENGEMBANGAN SISTEM MONITORING DAN EVALUASI PROGRAM PENCEGAHAN MALADMINISTRASI DI OMBUDSMAN RI PROVINSI JAWA TIMUR

The Ombudsman of the Republic of Indonesia is a state institution authorized to supervise the implementation of public services in order to achieve good governance and high-quality public services. At the provincial level, the East Java Representative Office of the Ombudsman plays a crucial role in overseeing alleged maladministration, which can undermine public trust and hinder development. The objective of this community service activity is to develop a structured monitoring and evaluation (monev) system to proactively prevent maladministration. The materials used include citizen complaint data, internal SOP documents, and interviews with Ombudsman officers. The methods applied consist of needs analysis, digital system design, user training, and system testing and evaluation. The system was developed through a participatory approach to ensure its relevance to field needs. The results show that the developed monev system can accelerate the detection of potential maladministration, improve the accuracy of monitoring reports, and enhance the efficiency of internal supervision. The use of a digital platform facilitates data analysis and the formulation of follow-up recommendations. Active staff participation in the system development process also strengthened their sense of ownership. In conclusion, the development of this monev system effectively supports maladministration prevention at the East Java Ombudsman Representative Office and has the potential to be adopted more widely by other oversight institutions.
