EFEKTIVITAS PELAYANAN PROGRAM LOKET PRIORITAS DI KEMENTRIAN AGRARIA DAN TATA RUANG/BADAN PERTANAHAN KOTA SURABAYA I

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas pelayanan Program Loket Prioritas di Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) Kantor Kota Surabaya I serta mengidentifikasi sejauh mana prinsip-prinsip New Public Service diterapkan dalam penyelenggaraan layanan. Program Loket Prioritas merupakan inovasi pelayanan yang ditujukan untuk mempercepat proses administrasi pertanahan bagi pemohon tertentu, terutama yang mengurus secara mandiri. Melalui kegiatan magang selama 40 hari, penulis melakukan observasi langsung, pendampingan pelayanan, pengelolaan berkas, pemanfaatan sistem digital, serta koordinasi antarbagian. Hasil analisis menunjukkan bahwa program ini telah mengarah pada pelayanan yang lebih humanis, transparan, dan responsif melalui penggunaan antrean online, aplikasi Sentuh Tanahku, serta sistem pelacakan berkas. Namun demikian, masih terdapat kendala seperti kurangnya pemahaman masyarakat terkait persyaratan layanan prioritas, keterbatasan fasilitas layanan, dan belum optimalnya sistem digital. Hal ini menegaskan pentingnya peningkatan literasi digital masyarakat, penguatan koordinasi internal, serta optimalisasi infrastruktur fisik dan teknologi guna meningkatkan efektivitas pelayanan dan mewujudkan prinsip-prinsip New Public Service secara lebih menyeluruh.
