Optimization of the registration process for subdistrict election supervisors (Panwascam) in the 2024 regional elections in Surabaya, focusing on recruitment mechanisms, challenges, and its impact on the quality of election supervision. Recruitment is conducted openly through two categories: existing participants (supervisors who have previously served) and new applicants. The recruitment stages include socialization, registration, administrative screening, written tests, and evaluation. The main challenges faced are finding candidates with adequate competence, high integrity, and ensuring gender representation, especially the underrepresentation of women. This transparent and tiered selection process aims to ensure that the selected Panwascam possess the necessary qualifications and integrity. The findings of this study show that optimal recruitment is crucial in determining the quality of election supervision and plays a key role in achieving fair, honest, and democratic elections.
