Abstract

The optimization of the recruitment process for Subdistrict Election Supervisory Committee (Panwascam) by Bawaslu Kota Surabaya emphasizes the importance of physical and mental health as a primary requirement. This policy was driven by the high mortality rate of election officials during the 2019 elections, where 108 officers died due to various health conditions. For the 2024 elections, Bawaslu Surabaya, in collaboration with the Ministry of Health, ensures that selected Panwascam candidates possess adequate physical and mental readiness. Health examinations are a key administrative requirement, supported by technology in the form of a health monitoring application. Students involved in this community service activity evaluated this health policy based on William N. Dunn's policy evaluation theory. The evaluation revealed that the policy effectively screened candidates with suitable health conditions, thereby enhancing the quality of election supervision. The involvement of key stakeholders, such as Bawaslu and the Ministry of Health, is crucial to the success of this policy. Continuous monitoring throughout each stage of the selection process is necessary to ensure that health standards are consistently applied and have a positive impact on the execution of the 2024 local elections.
