The Regional Secretariat (Setda) of East Java Province is an auxiliary element of regional leadership which is led by the regional secretary and is directly responsible to the Governor (Pergub, 2021). The task of the Provincial Regional Secretariat is to assist the Governor in carrying out government administration, administration, organization and management. In the Provincial Regional Secretariat there are many bureaus, one of which is the Leadership Administration Bureau. The Leadership Administration Bureau provides technical guidance, administration and employee resources, and protocol tasks. There are three sections in this bureau, namely: the leadership protocol section, the regional secretariat's planning and personnel section, and the leadership materials and communications section. Developing and improving the quality of human resources or state civil servants (ASN) is currently a topic of discussion in both the public and private sectors. This was triggered by various advances in technology, knowledge and culture. In the government administration sector, efforts to develop and improve the quality of Human Resources for Apparatus are absolutely carried out in order to respond to public criticism and scrutiny regarding the accountability of the performance of public agencies in realizing good governance, so that the business world (Corporate governance) and society (Civil Society) can be served well and able to increase economic and social growth which will ultimately improve community welfare. Therefore, it is very important that efforts to improve the quality of Human Resources for the Apparatus are planned and structured through an appropriate program that is in accordance with the needs and dynamics of change.
