Abstract

This research was inspired by the 1998 Witch Massacre in Banyuwangi, which was a human rights violation. When the central government faced many problems, starting from the era of New Order oligarchic reform, the government needed to divert attention to other areas. From capitalism to democracy. This research uses normative legal research techniques.
