Abstract

Many problems in developing countries violate human rights from within the health sector.  In the Universal Declaration of Human Rights, the right to health is a human right.  Therefore, health is an element of basic needs that creates an increase in maximum physical and spiritual well-being.  Due to the refusal of emergency patients to obtain health services, this includes rights that must be protected by the state that must be carried out on the community, the state in statutory arrangements has an obligation as a protector to fulfill the community's rights as patients in any situation without accepting discrimination.
