Human Rights are fundamental rights that God has given to every person and are inherent in him absolutely. Human rights protection is a sensitive part to pay attention to, especially when human rights are faced with positive law. Treatment for the sake of equality and equality of human rights in the eyes of the law is a serious problem and a matter that is not easy to realize given the different interests in every human rights enforcement. The guarantee against it has been regulated in national law starting from the Constitution of the UUD NRI 1945 chapter 28A to 28J and followed by the legislation below. The public has the right to become an international community, so that legal protection of the guarantee of equality and legal equality for the international community is also taken into account. Barriers that arise towards equality and equality of human rights in the eyes of the law for the international community become a new problem considering the different legal regulations of each country. The emergence of international conventions, some of which are the UDHR Convention and the SIPOL Convention, seems to be a problem solver for existing problems. However, there needs to be a better explanation of what is discussed in the Convention, especially the form of guarantees related to equality and equality of human rights before the law, whether it is in accordance with the human rights of the international community and is it in accordance with the national legal order in Indonesia.
