Abstract

The fact shows that Indonesia has many laws and regulations governing Vulnerable Groups, but the level of implementation very diverse. Some laws are very weak in implementation, so that its existence does not provide benefits to society. Besides that, there are laws and regulations that have not fully accommodated various matte related to the need for the protection of vulnerable groups. Existence vulnerable groups who make up the majority in this country need active action to protect their rights and interests through law enforcement and other legislative actions. Human rights of positioned people as a community of vulnerable groups has not been fulfilled optimally, so that bring consequences for the lives of themselves and their families, as well as indirectly. It also has an impact on society.
