The existence of the global covid-19 pandemic in the world has made changes such as procedures in the form of service system affairs. Therefore, the Sidoarjo District Social Service has an innovation to improve its service system, namely by committing to provide emergency services through the WhatsApp application with the basic rules and procedures that have been set, this system is called Si Whapik (Sistem WhatsApp Peduli Wong Cilik) as a means to consult and submit files for JKMM (Jaminan Kesehatan Masyarakat Miskin), and BPJS PBI or KIS (Kartu Indonesia Sehat). This type of research is a research that will be described qualitatively. Qualitative research reveals certain social situations by describing reality or describing the nature of something that is currently taking place in the field. The results of this study provide the fact that public services at the Social Service using Si Whapik innovation have been running until now. The conclusion of this study is that the Social Service chose this application because it is easily accessible by the general public, and almost the WhatsApp application is owned by everyone and does not require costs but has great benefits. This service system is also very easy to be replicated and applied by all groups.
