Implementasi Program Pelatihan Kepemimpinan Pengawas Guna Meningkatkan Kompetensi Manajerial Aparatur Sipil Negara Jawa Timur

Abstract

The demand for the quality of public services is currently getting higher and wider. Therefore, ASN in East Java must also improve their competence, especially managerial competence, because this managerial competence plays a very important role in advancing the organization. The way to improve managerial competence is through the PKP program. The purpose of this study is to analyze and identify the implementation of the PKP program, especially the PKP Batch XIII 2021 organized by the East Java BPSDM, what are the inhibiting factors in the implementation of the PKP, as well as the results of the implementation of the PKP program on the managerial competence of ASN. This study uses a qualitative method. Collecting data using observation, interviews, and documentation. Here the informants used are the Head of Subid, staff, and two alumni participating in the PKP program. The results showed that the implementation of the PKP program organized by the East Java BPSDM went well, seen from the education and training indicators according to Mangkunegara. However, there were several obstacles experienced, namely due to the COVID-19 pandemic and the work of PKP participants who were not turned off so that the implementation of the PKP program became ineffective. In addition, with the PKP program, the managerial competence of ASN has increased. This can be seen based on the experience of alumni participating in the PKP program, so it can be concluded that with the implementation of the PKP program by the East Java BPSDM, the need for ASN to improve their managerial competence can be achieved.
