The main factor needed by the organization is human so that it gives rise to Human Resource Management (HRM) as a management science that understands employee or workforce problems. The Office of Cooperatives and Micro Enterprises in Sidoarjo Regency is a key factor in the success of the organization in optimizing system development in the performance of OPD as a local government agency that is responsible to the Regional Head. In the field of micro-enterprise development, it is known that the lack of human resources causes work to pile up which requires employees to work together in completing the assigned tasks. The method used to analyze the results of this thesis using descriptive qualitative research using interview data collection techniques, documentation and observations used by researchers to analyze the results of the author's research. That the performance of employees at the Office of Cooperatives and Micro Enterprises in Sidoarjo Regency in the Field of Micro Business Development has increased but is not optimal, because the ability of employees to operate Information Technology is a challenge that must be developed through improving the digital quality of training for each employee organized by experts
