Penerapan Prinsip Good Corporate Governance Sebagai Landasan Suatu Organisasi Dalam Meningkatkan Mutu Kepegawaian

Abstract

The Human Resources Development Agency of East Java Province (BPSDM), through the ISO 9001:2015 External Quality Audit (AME) tries to apply the GCG Principles in Improving the quality of personnel. GCG has principles that must be applied, namely transparency, accountability, independence, fairness and responsibility. This research is a descriptive study with a qualitative approach with 2 research focuses, namely (1) how to apply good corporate governance to improving the quality of staff at the Human Resources Development Agency (BPSDM) of East Java Province; (2) What are the inhibiting factors faced by the Human Resources Development Agency (BPSDM) of East Java Province in improving the quality of personnel by applying the principles of Good Corporate Governance. This research uses descriptive qualitative research, data obtained through observation, interviews, documentation in the field. The results of this study indicate that the application of GCG principles is still not implemented optimally and becomes an obstacle in improving the quality of staffing at the East Java BPSDM so that it needs continuous improvement to be more optimal. This can be proven by the absence of transparency data in improving the quality of personnel. while employee performance indicators related to improving work quality, quantity, timing, effectiveness and independence at work have changed for the better.
