Implementasi Kebijakan Diskon Pasang Baru Di Pdam Surya Sembada Kota Surabaya (Indikator Sumber Daya)

Abstract

The discount policy for new installations of PDAM Surya Sembada Surabaya City is a policy established by PDAM Surya Sembada City of Surabaya which aims to accelerate the process of realizing the distribution of clean water to the people of Surabaya in the hope of increasing service performance. The purpose of this research is to identify and describe the implementation of the new pairs discount policy and to determine the factors that influence the implementation of the new pairs discount policy. Data was collected by means of observations, interviews, and documentation as well as triangulation from the Marketing and New Install Planning Subdivision of the Eastern Region and customers or prospective customers of PDAM Surya Sembada Surabaya City. The data analysis technique used is descriptive qualitative method by applying the theory of Policy Implementation according to George C Edward III (1980:1) which defines policy implementation as a crucial process that is well prepared and planned which leads to the realization of a goal. In this study, the author focuses on the resource aspect proposed by George C Edward III with four supporting indicators.
