Problems in archive collection services are still using old archives and are still limited due to the lack of submission of static archive collections by related parties, where archive visitors are still confused and do not understand. In the efforts made to improve the existing services at the Surabaya City Library and Archives Service, there is socialization and training that is carried out regularly and is expected to be a step to improve the service system in the Surabaya City Library and Archives Service. The data collection method used for this research is a qualitative approach with descriptive methods in data collection techniques through observation, interviews and documentation. From the results of the presentation of the data, the informants also conveyed that it was related to the responsiveness of employees in carrying out archive services where the Surabaya City Library and Archives Service was able to adapt by designing change management strategies so that the action of an old condition becomes a new condition used by an organization so that archive services are in the Surabaya City Library and Archives Service, it is structured and systematic to realize changes in services that are more effective and efficient.
