The Office of Investment and One Stop Integrated Services (DPMPTSP) for Licensing Services in Lamongan Regency is an agency that organizes public services in providing services by implementing the work culture of the State Civil Apparatus (ASN). This study aims to describe and analyze the Work Culture of State Civil Apparatus in Providing Licensing Services at DPMPTSP Lamongan Regency. This study uses descriptive qualitative research methods. The data analysis technique used the Miles and Huberman technique. The results of this study indicate that the Licensing Service Division of the Investment and One Stop Service Office of Lamongan Regency has implemented a work culture in providing services. The work culture applied is Discipline, Openness, Mutual Respect and Cooperation. Of the four indicators, the lack of implementation is related to the discipline of employees' work hours. There are still many employees who ignore office hours. The existence of office hours that are often neglected affects the duration of service which experiences instability every day. Although employees often ignore office hours, the duration of services provided is still below the SOP that has been set so that the implementation of work culture is effective and efficient.
