PEMBERDAYAAN PENYANDANG CACAT TUNA GRAHITA OLEH UNIT PELAKSANA TEKNIS DAERAH (UPTD) KAMPUNG ANAK NEGERI (ABK) KOTA SURABAYA (Studi Kasus di UPTD Kampung Anak Negeri Kota Surabaya)

Abstract

The city of Surabaya is one of the big cities that has become the center of industry in East Java Province, where this has led to many newcomers from outside the city of Surabaya. From the many newcomers, it raises the problem of people with social welfare problems (PMKS). In this case, the Surabaya government together with the UPTD Kampung Anak Negeri (ABK) empowered mentally retarded children. This study uses a qualitative research method with a descriptive approach. With the focus of the research discussing the role of discussing the inhibiting and supporting factors of empowerment in UPTD Kampung Anak Negeri. Empowerment in this study was carried out using indicators from Suharto. Based on the indicators of empowerment, the results achieved are: (1) the empowerment carried out is maximal because it can develop their interests and talents in the skills program that is held; (2) providing skills learning where the program can train brain performance with batik, photography and art development activities; (3) protect children with mental retardation by providing identity cards and health protection to them; (4) provide support for mentally retarded children by providing training programs and providing space to show their talents in competitions; (5) provide maximum facilities by meeting the needs of complete and adequate clothing, food and boards
