Evaluasi Kebijakan Penyaluran Bantuan Sosial Terhadap Masyarakat Terdampak Covid-19 (Studi Kasus di Kelurahan Warakas)

Abstrak

Social assistance is part of the social security net during the Covid-19 pandemic in the hope of being able to meet daily needs. The main purpose of providing such assistance is to ensure the availability of basic needs and social protection. Especially for vulnerable groups affected by the Covid-19 pandemic. The Social Assistance referred to here is a type of Cash Social Assistance (BST) originating from the DKI Jakarta Regional Budget. The purpose of this study was to evaluate policies for distributing social assistance to communities affected by Covid-19 in Warakas Village, North Jakarta City. Program evaluation uses William N. Dunn's policy evaluation criteria. The researcher used a qualitative method with a descriptive approach. Based on the policy evaluation criteria, the research results show that the BST distribution program: (1) is effective because the distribution of BST is in accordance with the objectives; (2) run efficiently. Because it is related to the distribution of Cash Social Assistance (BST) to the public in the form of Savings Cards and Bank DKI ATM Cards; (3) the BST program is still not enough to help the community's economy due to the fact that the amount of funds provided is not commensurate with the increasingly expensive prices of basic necessities; (4) the distribution of the BST program in Warakas Village is still not evenly distributed; (5) the community is quite satisfied with the BST assistance program during the Covid-19 pandemic; (6) The BST that is obtained is very beneficial in helping their economy.
