IMPLEMENTASI ONLINE SINGLE SUBMISSION (OSS) DALAM MENINGKATKAN KUALITAS PERIZINAN (Studi Pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Lamongan)

Abstract

This study aims to determine and analyze the processes and factors inhibiting the implementation process of online Single Submission (OSS) using the theory of George C.Edward III was the implementation of policy. This is motivated by the simplification of the business license process carried out by Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Lamongan to facilitate the permission of business actors in Lamongan. The research method used is qualitative descriptive by providing an objective description or explanation related to the actual state of the object under study. The results of this study show that the implementation of online single Submission (OSS) conducted by the Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Lamongan in improving the quality of Licensing has been running well but not optimal and there are factors that inhibit the communication of the public who are still common to technological progress and not yet uniform socialization while the inhibiting factor on resources is budget constraints.
