IMPLEMENTASI KEBIJAKAN PENANGGULANGAN BENCANA BANJIR PADA TAHAP TANGGAP DARURAT DI BADAN PENANGGULANGAN BENCANA DAERAH KABUPATEN SIDOARJO

Abstract

Disaster management is one of the government's efforts to protect the community from disaster hazards. Emergency Response is an activity carried out in the event of a disaster to reduce the adverse effects caused. Floods are one of the disasters that often occur in Sidoarjo Regency which must be addressed immediately in order to create public safety and comfort. One of the institutions that will be used as research on the implementation of this policy is the Regional Disaster Management Agency (BPBD) of Sidoarjo Regency. This study aims to determine the implementation of disaster management policies at the emergency response stage and to describe the factors that influence policy implementation according to Edward III's theory. The informants used in this study were 8 people, namely the field head and 3 staff, namely the Tanggulangin Camat, the Village Head and the Banjarasri Community. The technique used in data collection is through interviews. The results of the study indicate that the implementation of the policy of the Regional Disaster Management Agency of Sidoarjo Regency has been running well. The factors that become obstacles in implementing the policy are limited resources and budget, as well as the lack of supporting facilities in the implementation of disaster management so that implementation activities cannot run optimally.
