Abstract

The results of the study indicate that based on the conclusion that all service activities carried out by government agencies as an effort to meet the needs of people, communities, government agencies and legal entities as well as the implementation of the provisions of laws and regulations, are usually carried out by bureaucrats or government officials as a manifestation of the function of the state apparatus as public servants in Indonesia. as well as civil servants. Government essentially provides services to the community. Government is not created to serve the community and create conditions that enable community members to develop their abilities and creativity in order to achieve common goals. To achieve the long-term goals and objectives of the organization, the implementation of actions and allocation of resources needed to achieve the goals that have been set. The strategy at the Tenggulunan Village office in improving administrative services: Performing a SWOT analysis calculation of the Quantitative Strategic Planning Matrix (QSPM) in the table written by the researcher, the sequence of strategies is obtained from the best. The main strategy chosen was Strategy V, by getting the highest Total Attractiveness Score (TAS) among the other values, which was 5.55, this strategy was suitable to be applied to the Tenggulunan Village office. The strategy in question is the existence of a law to fulfill service needs (UU No. 25 of 2009 and PERPRES RI No. 95 of 2018), which strengthens service activities at the Tenggulunan Village office to meet service needs, which is further optimized in the application. -support applications to improve the quality of administrative services obtained from the Sidoarjo Regency Government in order to make quality services and increase the loyalty of the apparatus in providing services.
