Pelayanan Kenaikan Pangkat Melalui Aplikasi Sistem Pengelolaan Kenaikan Pangkat Studi di Badan Kepegawaian Daerah Kabupaten Sidoarjo

Abstract

The Regional Personnel Agency of Sidoarjo Regency which has duties and functions as well as authority in the field of personnel to be able to improve the quality of personnel administration services (especially in Sidoarjo Regency) through Innovation Government and Electronic Government. BKD Sidoarjo launched an electronic-based application called SIPEKAT (Promotion Management System). Based on the Decree of the Regent of Sidoarjo Number: 800/307/404.6.1/2015 SIPEKAT can stream personnel services and face-to-face processes between admins or staff in the Rank and Pension Sub-Sector with the desired party are reduced. This study uses a descriptive research method with a qualitative approach. Data collection techniques in this study through interviews, observation and documentation. The results showed that SIPEKAT services had been responded well by Sidoarjo civil servants, adequate infrastructure in terms of hardware and software to achieve the objectives of this SIPEKAT service. In short, an Electronic Government-based personnel administration service system to realize the Smart City Sidoarjo program. The SIPEKAT application has been implemented by the 2016 Regional Personnel Agency, which aims to provide ASN promotion services in the Sidoarjo area with a paperless system, it is enough to upload files online through the SIPEKAT application. With this system, you can stream staffing services and face-to-face processes. Thus, the Sidoarjo State Civil Apparatus (ASN) can more easily carry out personnel management.
