IMPLEMENTASI COLLABORATIVE GOVERNANCE DALAM UPAYA PENCEGAHAN PENYEBARAN COVID-19 DI KELURAHAN KERTAJAYA KECAMATAN GUBENG KOTA SURABAYA

Abstract

This is a descriptive qualitative research with a locus in Kertajaya Village, Gubeng District, Surabaya City, The focus of this research is the elaboration of the process of formulating and making policies to handle the spread of Covid 19 in Kertajaya Village with a collaborative governance approach in which the Kertajaya sub-district government cooperates with non-government parties in determining the policy direction for controlling the spread of Covid-19 in the area. This study shows the results that in dealing with the spread of covid-19 in the Kertajaya Village, Gubeng District, Surabaya City, a collaborative governance process has taken place which is illustrated by (a)Listening Phase, the kelurahan has invited collaboration with non-government actors to identify problems that exist in handling covid in the Kertajaya kelurahan, (b)Dialogue phase, non-government actors are invited and involved in deliberation to determine strategic steps that will be carried out to overcome covid19 in the Kertajaya sub-district, (c)The choice phase, the determination of the work program is determined jointly in a deliberation forum and non-government actors are also involved in the program evaluation process
