The employment aspect is one of the development potentials that determines the success of the development process carried out by the government. The problem that arises in the employment aspect is that if it turns out that many human resources (human resources) or trainees of productive age become unemployed. To deal with these employment problems, the Manpower Office of Sidoarjo Regency prioritizes the development of skills and productivity of the workforce so that they are not only ready to work but also truly understand. From this phenomenon, the authors are interested in knowing the implementation process and the results of the competency-based training program by the Manpower Office of Sidoarjo Regency for the people of Sidoarjo Regency. The research method used is a qualitative method and the type of descriptive research. Data collection techniques used are interview, observation and documentation techniques. Data analysis uses the form of reducing data, presenting data, and drawing conclusions. The results showed that the implementation of sewing training contained components that became the driving force for the training. Namely, the training objectives are clearly stated in the Work Plan of the Manpower Office of Sidoarjo Regency which refers to the policy direction of the Ministry of Manpower and Transmigration for 2020-2024 which is to improve the quality of education and training for better workers and with higher certified values. The results of this sewing training were felt by the trainees, training tutors, and the Manpower Office of Sidoarjo Regency.
