The method used is a qualitative approach with a constructivist paradigm. Data collection techniques include in-depth interviews, participant observation, and documentation studies. The results show that cultural elites, including local aristocrats, traditional leaders, and charismatic clerics, play a significant role in gaining public support through the use of symbolic, cultural, and religious capital. Public support for cultural elites as regional head candidates is based not only on rational considerations related to work programs but also on cultural loyalty and the values of siri' na pacce (a sense of belonging) rooted in the social structure of Bone society. This power relationship operates through the mechanism of cultural patronage, in which elites mobilize the masses through the distribution of symbolic and economic resources, while candidates provide political rewards in the form of recognition, respect, and economic access to the elites. These findings confirm Michel Foucault's theory of productive and relational power, in which the power of cultural elites operates through customary and religious legitimacy, creating voluntarily submissive political subjects. This study concludes that the power relations of cultural elites in the 2024 Bone regional elections have reproduced traditional social structures and strengthened local oligarchies. Therefore, critical political education and strengthening the capacity of civil society are needed to promote a more inclusive and substantive local democracy.</p> A. This study aims to determine how Generation Z's political participation is in Bandung City and to determine what factors support and inhibit Generation Z's participation in the 2024 elections in Bandung City. This study uses a descriptive method using the theoretical concept from Meriam Budiardjo's book regarding awareness and belief in political participation. The data collected came from direct interviews with informants in accordance with the title of the study, the data obtained was reduced and verified. The results of this study found that Generation Z's political participation in the 2024 elections in Bandung City was quite good even though the level of participation in the 2024 elections fell to 82% when compared to the 2019 elections of 86%. In addition, there are factors that support and inhibit Generation Z's political participation in Bandung City, factors that support Generation Z's political participation in Bandung City are Generation Z's awareness of politics that can determine the next candidate for the country's leader. While the factors that inhibit Generation Z's political participation in Bandung City are due to the lack of election socialization to the community and there is still money politics. These conditions were analysed using social interaction theory in the form of cooperation, competition, accommodation, and conflict. This study used a qualitative approach combined with a descriptive strategy. Data collection techniques include literature review, observation, and in-depth interviews. The researcher used purposive sampling to identify informants. Data analysis was conducted qualitatively through the stages of data collection, data reduction, data presentation, and conclusion. The results of the study indicate that the city of Bandung has made various efforts to improve good governance, reduce corruption, and increase public trust in the city government. Social interaction among Bandung residents during the legislative elections was generally conducive. The concept of Agile Governance is an innovative approach to improving the quality of population administration services, particularly in the Population and Civil Registration Service (Disdukcapil) of Bandung Regency. This study aims to analyze the implementation of Agile Governance, identify supporting and inhibiting factors, and evaluate its contribution to the effectiveness of public services. The method used is descriptive qualitative with data collection techniques through in- depth interviews, observations, and documentation studies. The success of the implementation is analyzed through three main indicators of Key Performance Indicators (KPI), namely velocity lead time (data processing speed), cycle time &amp; response time (system efficiency), and user satisfaction. The results of the study show that Disdukcapil Bandung has adopted various innovations, including digital service innovations (SAKEDAP and Anjungan Dukcapil Mandiri), information transparency, and flexibility in decision-making. However, challenges in the form of limited human resources, low digital literacy of the community, and limited access to services in remote areas are still major obstacles. This study concludes that Agile Governance contributes significantly to improving the efficiency, accountability, and responsiveness of population services. Recommendations include the integration of real-time data-based digital systems, strengthening employee capacity in Agile Leadership, and increasing community involvement in service evaluation in order to realize more adaptive and inclusive public services.</p> G. However, the implementation of digital transformation policies in regions outside Java, such as Central Kalimantan, faces complex contextual challenges. This study aims to identify and analyze the challenges and opportunities of digital transformation policies in the context of primary education in Central Kalimantan. Using a descriptive qualitative approach, data were collected through in-depth interviews with policy actors, school principals, teachers, and community stakeholders. The results show that key challenges include limited ICT infrastructure, disparities in digital literacy, and lack of integration of local cultural values in policy design. On the other hand, there are significant opportunities through national policy support (SPBE and Merdeka Belajar), increased awareness among educators, and potential collaboration with local communities. This study recommends more adaptive local policies, inclusive digital literacy training, and infrastructure strengthening grounded in cultural and spatial justice. As part of ongoing efforts to reform and modernize public services, this research analyzes current service implementation, identifies influencing factors, and formulates strategies to improve efficiency and citizen satisfaction. Utilizing a qualitative research method, the study reveals that passport service performance remains suboptimal due to limitations in organizational capability, agility, and integration with digital platforms. Strategic frameworks such as Ability × Opportunities, Strength × Culture, and Agility × Opportunities are evaluated to optimize service delivery. The findings emphasize the importance of combining institutional capacity, cultural alignment, and digital innovation to achieve responsive and accountable public services. The research method involves document analysis of the 2025 Final Survey Report, which scored LAFKI 94% overall, including perfect ratings in governance, ethics, and surveyor management. The findings reveal several areas of improvement, such as the need for performance evaluation systems for the Chairperson and Supervisory Board, enhanced information management protocols, and individualized feedback for surveyors. Strategic opportunities include the expansion of digital governance and corporate social responsibility practices. LAFKI’s strengths lie in its ethical leadership, adaptive structure, and national mandate as the only accrediting body for both hospital and non-hospital health facilities. The purpose of this study is to discuss the implementation of electronically integrated employment. Online Single Submission (OSS) and Mandatory Employment Reporting (WLK) Online are government policies that utilize internet technology. The impact on determining wages, job seeker competence and worker placement on work productivity in East Java Province. The research method chosen is a quantitative approach. The variables of wages, job seeker competence and worker placement have a positive and significant effect on work productivity. The t-value of the wage variable (6.067)&gt; t-table (1.9746) and the F-value (65.117)&gt; F-table (2.68). The conclusion is that the variables of wages, job seeker competency and worker placement partially and significantly have a positive effect. The type of research used is qualitative descriptive research. With the focus of the research referring to the Integrity Zone indicators and actors in the program. The data source was taken using a purposive sampling technique that determines the criteria according to the work team field. Data collection techniques range from observation, interviews, to documentation. The analysis techniques used are data reduction, data presentation, and drawing conclusions or verification. The conclusion of the results of this study is that the Investment and One-Stop Integrated Service Office of Bekasi Regency has a perception value of service quality that is Free from Corruption by its users. This can be seen from the Anti-Corruption Perception Index Value obtained of 3.82 and the Service Quality Perception Index Value obtained of 3.80. In addition, the Capital Investment and One-Stop Integrated Service Office of Bekasi Regency has implemented and committed to the integrity zone program by implementing 6 indicators, namely change management, governance, human resource management system, strengthening accountability, strengthening supervision, improving the quality of public services. The implementation of the Integrity Zone development has become a commitment in Bekasi Regency, to provide honest, accountable services that can improve the quality of human resources as part of the regulation. In addition, the assessment is also observed from the attitude of the implementer. There is a gap between collaborative policies and top-down implementation. This research method uses a descriptive qualitative approach that analyzes the problem using Social Capital Theory (Networks, Trust, and Norms) which is compared with the Pentahelix Model Theory (Academics, Business, Community, Government, and Media). This study illustrates that the effectiveness of the Pentahelix Model depends on the strength of Social Capital Theory at the community level. The results of the research analysis in Belanti Siam Village illustrate the dependence on government assistance from Farmer Groups, the inconsistency of the level of trust between farmer group members, farmer group administrators, the government, and the private sector regarding the development of the agricultural sector. So with this condition, it illustrates the unbalanced condition of the pentahelix model. DAESE BANDUNG https://conference.untag-sby.ac.id/index.php/gcossfisip/article/view/6594 <p><strong><em>Abstract</em></strong></p> <p>This study examines the impact of human resource competence on the quality of garment products at PT. Daese located in Bandung. The research focuses on measuring components of competence such as knowledge, attitude, and skills of employees and their effect on improving the quality of garment products produced. A descriptive method with a quantitative approach was employed, involving 100 respondents from PT. Daese’s employees through probability sampling using a likert scale. Data analysis via simple linear regression indicates that human resource competence exerts a positive and significant effect on product quality. This is demonstrated by a significance value of 0.000, which is below the 0.05 threshold, and a t-value of 11.829, exceeding the critical value of 1.98447, leading to acceptance of hypothesis H1 and rejection of H0. The determination coefficient of 0.588 suggests that human resource competence contributes 58.8% of the influence on product quality, while the remaining 41.2% is affected by other factors not studied here. These findings underscore the importance of developing human resource competence as a primary strategy to enhance garment product quality at PT. This policy is nationally implemented and has been implemented in Blitar Immigration Office since 1<sup>st</sup> February 2025. Implementation of this policy has an impact on the dynamics of passport services at the Blitar Immigration Office, especially related to the quantity of passport applications and PNBP’s receipts obtained after the policy is implemented. In the context of current passport services, this policy has correlated with the implementation of other passport service policies, such as changes in PNBP’s rates in passport service contained in PP Number 45 of 2024 and the issuance of Pemenkumham Number 19 of 2024 which regulates of Passport. This study uses a qualitative approach with literature study method that analyzed using public policy theory and the concept of policy implementation. Using data from the Scopus database (2015–2025) and analyzed through VOSviewer 1.6.20, a total of 885 relevant documents were mapped to identify major trends, gaps, and opportunities within this emerging research field. The analysis reveals a significant growth in publications from 2022 onward, with a peak in 2024, reflecting the increasing relevance of AI-driven solutions for ESG implementation, reporting, and decision-making. Key findings highlight the dominance of themes such as technological innovation, machine learning in finance, and sustainability metrics. Three main thematic clusters were identified: digital infrastructure and ESG reporting systems; bibliometric and conceptual studies; and AI applications in investment and financial performance. Despite the promising integration of AI to enhance ESG outcomes, the study also uncovers gaps related to ethical concerns, regulatory frameworks, and underrepresentation in developing countries. As global public diplomacy increasingly relies on visual narratives, Indonesia's architectural heritage and historic cityscapes emerge as strategic assets for both cultural messaging and educational empowerment. This paper investigates how heritage elements such as colonial facades, traditional townscapes, and sacred architecture are visually framed and disseminated through digital platforms as part of Indonesia's effort to shape its global image. Simultaneously, it highlights how educational institutions can function as key actors in narrating, managing, and sustaining these heritage narratives through curriculum integration and civic learning. Using qualitative content analysis of social media campaigns (e.g., Wonderful Indonesia, city-level promotions), combined with interviews involving urban planners and education managers, the study reveals a growing trend of aestheticising heritage in digital diplomacy. Cities like Yogyakarta, Semarang, and Bandung are not only presented as tourism sites but as learning environments that reinforce cultural identity. However, fragmented messaging and limited integration across institutional levels remain challenges. This study aims to analyze the role of the Communication and Informatics Office (Kominfo) of North Lombok Regency in utilizing podcasts as a health communication medium in the stunting reduction campaign. The main focus of this study is to examine how digital communication strategies are built, the messages conveyed, and the extent to which the podcast program is effective in increasing public understanding regarding stunting prevention. This study uses a qualitative approach with a case study method. Data were collected through in-depth interviews with Kominfo, health workers, and podcast listeners, and supplemented with observations and documentation. The results of the study show that Kominfo North Lombok utilizes podcasts as an alternative media that reaches the wider community with a relaxed, communicative, and easily accessible educational approach. Podcasts that are packaged in local languages ​​and present credible sources such as doctors and community leaders, traditional leaders, religious leaders have proven to be able to increase awareness of the importance of balanced nutrition, the role of pregnant women, and proper parenting patterns. However, challenges are still faced in terms of limited internet access in certain areas and minimal digital literacy among some listeners. This study recommends optimizing cross-sector collaboration and increasing podcast socialization as a strategy to strengthen digital communication in efforts to reduce stunting. All levels of government, including the East Kalimantan regional government, have the duty and responsibility to maintain Pancasila and strengthen national insight. The issuance of Regional Regulation (Perda) Number 9 of 2023 concerning the Implementation of Pancasila Education and National Insight and several other government regulations are public policies related to this. This study aims to analyze the profile, context, and substance of policies and organizational dimensions in the regional regulation and various other relevant regulations. This study uses normative legal methods, and literature studies, by examining the substance of government regulations, local governments and analysis of various relevant documents. The results of the study indicate that Regional Regulation Number 9 of 2023 is a public policy regarding the Pancasila ideology and national insight. Hierarchically, there are several state and government policies as references, including the Regulation of the Minister of Home Affairs Number 71 of 2012 concerning Guidelines for National Insight Education. There are several aspects of policy in the regulation, namely policy objectives, policy substance, policy implementing organizations, policy targets, details of policy activities, and policy resources. Several regional officials, including elements of the military, police, political parties and social organizations are policy actors. In addition, there are several dimensions of the organization regulated in the regulation. The threat of the fading practice of Pancasila and national insight is a policy issue. The provincial government, DPRD, military organizations, police organizations and institutions outside the government that care about the issue of strengthening national insight are policy institutions. The hope that the Pancasila ideology will be stronger and national insight in society will be stronger is the policy environment. There are several policy substances in the regulation that need to be refined. Several organizational dimensions are present in these regulations. Employing a Collaborative Governance approach for human resource management, the research highlights the importance of involving multiple stakeholders in policy formulation and problem-solving, emphasizing transparency, trust-building, and open communication. The study evaluates the mediation mechanisms utilized by the Manpower Service, identifying both strengths and challenges such as power imbalances, limited resources, and varying levels of stakeholder engagement. As modern heroes and valuable contributors to the Philippine economy through their remittances, OFWs frequently confront significant risks and obstacles while working abroad. This study explores the potential use of Artificial Intelligence (AI) to transform the delivery of key public services into unified services, making them more accessible, efficient, and inclusive regardless of distance. The proposed AI-Powered Migrant Ecosystem Platform (AIMEP), an ethically built and dynamic AI platform precisely crafted to protect and empower OFWs, serves as the initiative's centerpiece. AIMEP not only seeks to anticipate and prevent crises by providing highly personalized support and seamless access to critical services but also offers a realistic, unified and innovative solution to long-standing structural issues in migrant services. Another significant contribution of this study is the creation of a groundbreaking legislative proposal, the Magna Carta for the Ethical Use of AI for OFWs and Their Families. This proposed law creates a strong legal framework to protect migrant workers in the fast changing digital landscape, incorporating concepts such as transparency, accountability, data privacy, and human rights into AI governance. To ensure reliability of the methodology, the study used comprehensive descriptive mixed-methods that combined both qualitative and quantitative approaches. This comprised case studies of existing OFW support technologies, a comparative analysis of AI-driven public service models in digitally advanced countries (Singapore, UAE, and South Korea), an extensive literature review, and OFW-structured questionnaires. Furthermore, the findings from each of these sources of data were triangulated to improve their validity and reliability, resulting in a strong and multidimensional assessment of AIMEP's feasibility and impact. The study produced various solid results. First, it created a detailed conceptual design for AIMEP that outlined a clear and actionable system blueprint. Second, it introduced the game- changing Magna Carta, which establishes a fundamental policy framework for the ethical use of AI. Finally, it developed a practical framework for government agencies to create scalable and inclusive AI systems. Finally, this study shows that artificial intelligence can transform overseas employment from a necessity caused by economic hardship to a sustainable and empowering opportunity. The 1945 Constitution of the Republic of Indonesia regulates the limitation of presidential power, including the term of office, to prevent authoritarianism and ensure democratic principles. However, constitutional practice shows complexity in its implementation, especially regarding the meaning of executive power, checks and balances, and the potential for abuse of authority. Therefore, examining the theory of state power in presidential periodization is important to evaluate the consistency of the constitution with political practice in Indonesia. Objectives: This study aims to analyze the theory of state power in the context of presidential term limits under the 1945 Constitution, examine the legal and political implications of term limits, and evaluate the effectiveness of constitutional control mechanisms over presidential power. Methods: This research uses a qualitative method with a juridical-normative approach. Data were obtained through a literature study of constitutional texts, laws and regulations, decisions of the Constitutional Court, as well as theoretical studies of the thoughts of Locke, Montesquieu, and modern theories of power. Analysis is done descriptively- critically to compare normative aspects with Indonesian constitutional practice. Results: The results show that the 1945 Constitution has limited presidential power through term limits (maximum two terms) to prevent concentration of power. However, in practice, there are challenges such as the potential expansion of political influence beyond the term of office, unclear post-presidential oversight mechanisms, and flexibility in constitutional interpretation. One of the most crucial forms of adaptation is the integration of digital technology into marketing strategies. This study aims to examine how digital transformation is applied in the marketing strategy of MSMEs, as well as the extent to which its application contributes to increasing business competitiveness in local and global markets. The method used is a descriptive qualitative approach with data collection techniques through observation of popular MSME social media accounts such as @maicih and @sambalbakar.id. The results showed that the use of social media such as Instagram and TikTok, the utilization of e-commerce such as Shopee and Tokopedia, and a consistent content strategy can significantly increase brand visibility, consumer reach, and sales. In addition, it was found that the adoption of digital technology helped MSMEs to accelerate customer service processes and expand market segmentation. Challenges include limited digital literacy, human resource shortages, and low data analytics capabilities that hinder the development of consumer-driven strategies. Therefore, a more holistic approach to implementing digital marketing as part of MSME business strategy is needed, including ongoing training and mentoring. This study evaluates the transformation of public services through SIAPkerja using the five dimensions of public service quality (tangibles, reliability, responsiveness, assurance, empathy) as an analytical framework. The method employed is qualitative descriptive, utilizing in-depth interviews, participatory observation, and documentation for data collection. The findings indicate that SIAPkerja improves the accessibility and responsiveness of employment services, although it still faces challenges such as limited digital infrastructure in remote areas. The implementation of SIAPkerja also supports good governance principles through data integration and regular monitoring by the Ministry. As part of the “Gerakan Menuju 100 Smart City” initiative, Gunungkidul Regency issued Regent Regulation Number 24 of 2023 on the Smart City Masterplan, which includes <em>Smart Branding </em>in tourism. This study examines the implementation of <em>Smart Branding </em>at Telaga Jonge Tourism Area using Edward III’s policy implementation theory—focusing on communication, resources, disposition, and bureaucratic structure. The research applies a qualitative descriptive approach, with data collected through observation, interviews, documentation, and literature review. Informants were selected via purposive sampling, including Pokdarwis representatives, vendors, and visitors. Data analysis followed the stages of reduction, display, and conclusion. Findings show that Telaga Jonge has applied the 4A principle (Attraction, Amenity, Accessibility, Ancillary) effectively, supporting <em>Smart Branding </em>objectives. From the four implementation aspects, progress is generally adequate. However, challenges persist, particularly limited human resources for promotion and internal dynamics within the management team. This study employs a mixed-methods approach from secondary data, integrating national survey data, civil servant attitude assessments, sentiment analysis, and netnographic insights to explore how citizens perceive the IKN policy. Quantitative results show fluctuating support patterns tied to political alignment and regional divides, while qualitative findings highlight themes of ecological concern, trust in governance, and fragmentation of digital discourse. The study reveals that public trust, inclusive communication, and participatory engagement are essential for legitimizing and sustaining the IKN project. Grounded in a constructivist paradigm, the research adopts a qualitative approach with a case study method. Data were collected through in-depth interviews, observations, document analysis, and focus group discussions involving stakeholders from five key sectors: government, business, academia, civil society, and media. The findings reveal that although a formal structure (TKPKD) has been established to facilitate coordination, its effectiveness has been compromised following the issuance of Presidential Regulation No. 163/2024, which dissolved the existing institutional framework without providing operational guidelines for its replacement (BPPK). The study identifies a paradox of collaboration, where formal documents and coordination mechanisms exist, but genuine multi- actor interaction remains limited. The involvement of non-government actors is largely instrumental and symbolic, with civil society and media often excluded from meaningful deliberation. The research concludes that Collaborative Governance in the region is still characterized by top-down administrative logic rather than inclusive, transformative practice. A key recommendation is the institutionalization of regular, deliberative, and open multi-actor forums supported by accurate and transparent data systems. The background of this research is the relatively low political participation rate in Cianjur Regency, which reached only 75.7%, falling short of the national target of 80%. This study aims to describe and analyze the strategies implemented by the Regional General Election Commission (KPU Daerah) to increase political participation in the general election, as well as to identify the obstacles encountered during the implementation of these strategies. The research applies Chandler's strategic formulation theory and uses a qualitative descriptive method. Data were collected through literature study, observation, interviews, and documentation. Data analysis was conducted using data reduction, data presentation, and conclusion drawing. The findings indicate that in the strategic formulation and long-term goal phase, the KPU Daerah implemented political education programs targeting first-time voters. In the action phase, strategies included the Desa Peduli Pemilu program, and the use of both social and traditional media. In the resource allocation phase, training programs were provided for temporary election officials (badan adhoc). Agile Governance is used in this research as an analytical model capable of assessing the agility of government service programs, especially those based on digital services. This study aims to systematically review academic literature that discusses the implementation of e-budgeting in the context of government, as well as its impact on preventing corruption and improving the quality of governance. This study uses a Systematic Literature Review (SLR) approach by analyzing nine scientific articles from nationally and internationally accredited journals published between 2016 and 2023. The study results show that e-budgeting significantly improves transparency, accountability, and public participation in the budget planning and monitoring process. In addition, this system is proven to be able to accelerate the budgeting process, minimize irregularities, and reduce corrupt practices through automation and digitization of financial information systems. However, the effectiveness of e-budgeting implementation is strongly influenced by the readiness of technological infrastructure, the quality of human resources, as well as political support and organizational culture. This study concludes that e-budgeting is not only an administrative instrument, but also a strategic institutional reform mechanism to strengthen good governance. This study aims to analyze the implementation of teacher competence improvement programs in Kuningan Regency, identify supporting and inhibiting factors, and assess the effectiveness of the program on the quality of learning. This study uses a qualitative descriptive approach with data collection methods through in-depth interviews, observations, and documentation studies. The subjects of the study involved elementary, junior high, and high school teachers who had participated in training and certification programs. Data were analyzed using the Miles and Huberman interactive analysis model, which includes data reduction, data presentation, and drawing conclusions. The results of the study indicate that the teacher competency improvement program in Kuningan Regency has been running well, especially in terms of planning and implementing technology-based training and blended learning approaches. This program improves teachers' abilities in designing innovative learning, implementing technology in the classroom, and improving pedagogical skills and professionalism. However, there are obstacles in its implementation, such as limited infrastructure, diverse teacher motivations, and limited implementation time. To overcome these obstacles, the proposed strategies include improving school infrastructure, providing incentives for award teachers, stopping training time, and strengthening teacher working groups (KKG) and subject teacher deliberations (MGMP). The objective of this study is to analyze the sentiments expressed by netizens regarding the leadership of Governor of West Java, Kang Dedi Mulyadi, through the implementation of sentiment analysis. The data was obtained by utilizing Tweet Harvest, which is based on Twitter API, to collect tweets containing relevant keywords during the period from March to May of 2025. Subsequently, the collected data underwent processing and classification into three sentiment categories: positive, negative, and neutral. This classification was achieved through the utilization of the Orange Data Mining application, in conjunction with the findings derived from Drone Emprit. The results of the sentiment analysis of tweets related to Dedi Mulyadi revealed that neutral sentiment constituted 78.7% of the total, positive sentiment 17.2%, and negative sentiment 4.1%. The sentiments expressed in the tweets pertained to Dedi Mulyadi's performance, daily life, and programs. Preliminary findings from the analysis indicate a positive-neutral sentiment trend on platform X. This phenomenon can be attributed to the predominance of reposter accounts in conversations related to Dedi Mulyadi on X. Nevertheless, these findings demonstrate that leadership in the digital era is not solely influenced by virtual narratives and real actions on the ground, but also by the translation and perception of these actions by the digital society. In the digital era, local producers face challenges in maintaining cultural identity while competing in a digitalized global market. Using an exploratory qualitative approach, this research involves in-depth interviews with 25 MSMEs in Ambon City, digital content analysis of their marketing platforms, and focus group discussions with Moluccan cultural experts. Research findings indicate that integrating cultural elements such as pela gandong, sasi, and traditional motifs in digital branding strategies not only strengthens product differentiation but also creates emotional resonance with local and diaspora consumers. The study identifies four models of cultural value adaptation: visual transformation, heritage narrative, contemporary reinterpretation, and community collaboration. Problem formulation: how Collaborative Governance in realizing the SDGs as a pillar of economic growth. Research objective: to describe and analyze the implementation of cross-sectoral collaboration in sustainable village development. The theory used by Ansell and Gash, which includes four dimensions: starting conditions, institutional design, facilitative leadership and collaborative processes. A descriptive research method with a qualitative approach was employed. Data collection techniques through literature studies and field studies (observation, interviews, and documentation). Research informants: consists of five pentahelix elements. The results show: (1) the initial conditions faced with resource gaps, low digital literacy, and lack of public understanding of the SDGs, (2) institutional design is seen through formal-informal regulations, but it has not been accompanied by a comprehensive understanding between stakeholders, (3) facilitative leadership can be seen from the active role of village heads in building communication and trust. Strengthening the character of students through professional and characterful teachers will support quality education. All levels of government, including in South Sulawesi, are committed to the emergence of civilized teachers. Governor Regulation (Pergub) Number 145 of 2017 concerning Teacher Manners and several other state and government regulations are public policies that are oriented towards the ethical, moral and character values ​​of teachers as educators. This study aims to analyze the profile, context, and substance of the policy as well as the sociological dimensions in the Pergub and various other government regulations.</p> <p>This study uses normative legal methods and literature studies, by examining the substance of government regulations and analyzing various relevant documents. The results of the study indicate that Pergub Number 145 of 2017 is a public policy on character education. Hierarchically, there are several government policies as references, including Presidential Regulation Number 87 of 2017, Regulation of the Minister of National Education Number 23 of 2015 and South Sulawesi Provincial Regulation Number 2 of 2016. There are several policy aspects in the Pergub, namely policy hierarchy, policy objectives, policy substance, policy implementers, policy targets, details of policy activities, and policy resources. Several regional officials, school leaders, teachers and community members are policy actors. In addition, there are several sociological aspects regulated in the Pergub. The emergence of civilized students through civilized teachers is a policy issue. The provincial government, DPRD, educational organizations and institutions outside the government related to the issue of character education are policy institutions. The public's hope for better quality education through civilized teachers and students is a policy environment. Awaluddin Copyright (c) 2026 Proceeding Global Conference on Social Science 2026-03-22 2026-03-22 2 1 500 517 DIGITAL TRANSFORMATION IN PUBLIC GOVERNANCE: INCLUSIVE STRATEGIES TOWARD POVERTY ALLEVIATION AND SDGS ACHIEVEMENT https://conference.untag-sby.ac.id/index.php/gcossfisip/article/view/6607 <p>This article investigates how inclusive digital‐government initiatives can accelerate poverty alleviation and Sustainable Development Goals (SDGs) progress in emerging economies. Drawing on a mixed‐ methods study in Indonesia—combining policy analysis, administrative micro‐data, and 24 community focus groups—we test the hypothesis that socio‐technical alignment (robust data standards + participatory service design) yields greater anti‐poverty dividends than technology upgrades alone. Quantitative results show that algorithm‐assisted targeting integrated with the <em>Satu Data Indonesia </em>platform reduced exclusion errors in the <em>Program Keluarga Harapan </em>by 19 percent and trimmed administrative costs per beneficiary by 23 percent. Qualitative evidence highlights persistent digital‐ divide barriers—particularly for rural women and older adults—that dampen service uptake. We discuss regulatory enablers and bottlenecks, framing them within a socio‐technical systems perspective. Public policies that support digitalization aim to expand the reach of health services, especially in remote areas, and increase public satisfaction through easier and faster services. The aims of study were to examine regulations, implementation of health service digitalization policies, challenges and obstacles and strategies in optimizing health service digitalization. This study is a qualitative study with literature review analysis. The results showed that digitalization of health services as a policy is based on regulations such as laws and regulations government regulations; 2) Implementation of digitalization of health services in the SATUSEHAT platform and telemedicine aims to improve access, efficiency and quality of health services; 3) The challenges of implementing digitalization of health services are fragmentation of health information systems, inequality of access to infrastructure, concerns about patient data privacy and security, lack of technological skills; 4) Strategies for optimizing health service digitalization policies include increasing system interoperability through national standardization, preparing legal and ethical guidelines for telemedicine that protect patients and medical personnel, encouraging digital literacy training for health workers and ensuring equal access and technology infrastructure throughout the region.</p> Siswanto Pabidang Copyright (c) 2026 Proceeding Global Conference on Social Science 2026-03-22 2026-03-22 2 1 566 592 FROM APATHY TO ACTION: APPLYING BEHAVIORAL PUBLIC POLICY TO INCREASE CIVIC PARTICIPATION IN RECESS FORUMS https://conference.untag-sby.ac.id/index.php/gcossfisip/article/view/6612 <p>Conventional theories of participatory democracy often rely on the rational choice model, assuming that citizens participate when the expected benefits outweigh the costs. However, evidence from Indonesia's recess forums-legislative outreach mechanisms meant to solicit citizen input-shows persistently low levels of engagement, indicating behavioral frictions beyond simple cost-benefit reasoning. This paper adopts a Behavioral Public Policy (BPP) framework to analyze cognitive, emotional, and social barriers to citizen participation. Drawing from behavioral economics and psychology, we identify key biases such as present bias, social norm ignorance, and distrust aversion that inhibit public involvement. We propose a set of low-cost, scalable behavioral interventions-nudges, framing techniques, personalized reminders, and feedback loops-to redesign recess mechanisms for enhanced civic engagement. Empirical illustrations and pilot designs are provided based on field observations in East Java. This study contributes to a post-rational understanding of public participation and offers practical implications for democratizing local governance through behaviorally informed institutional reforms.</p> Ficky Septalinda Emi Hidayati M. The urgency of this research is motivated by the phenomenon of declining adolescent social participation, increasing psychological pressure due to urbanization, and the need for an interpersonal relationship-based approach in an effort to maintain the mental health of the younger generation. This study used a quantitative approach with a <em>cross-sectional </em>correlational design. The sample consisted of 206 adolescents selected through <em>simple random sampling </em>technique. Data collection instruments included interpersonal communication skills questionnaire and Warwick-Edinburgh Mental Well-being Scale (WEMWBS). Data analysis was conducted using the Spearman Rank correlation test. The results showed a significant positive relationship between interpersonal communication and psychological wellbeing (<em>p</em><em>= 0.000; ρ = 0.251</em>). This means that the higher the ability of adolescents to establish interpersonal communication - especially in terms of empathy, openness, and emotional support - the higher the level of psychological well-being they feel. Theoretically, this study refers to Interpersonal Communication Theory (Trenholm &amp; Jensen) and Psychological Wellbeing Theory (Ryff), which explain the important role of communication in the formation of healthy social relationships and psychological balance.
